How to mention during onsite interview that I need sponsorship from employer
for H-1B transfer so that they would not think it as a complicated issue? I
am afraid that if I could not get it simply expressed, they would fail.
Additionally, should I mention it to the HR or the supervisor or both?

cover letter 是你对这个职位感兴趣，有多fit这个职位。
letter of interest 应该是要你的research interests 和 teaching interests 吧。
我是这么理解的。

不过research plan 和 teaching philosophy 也要了，我就认为那个就是research
statement啦，而这个letter of interest 和cover letter 都也要。

Tell them you will need 3 weeks for your working authorization paperwork.
I think they will ask you for this, if not, don't volunteer it unless you
are a big big cow or not care about this job at all. If they really like you
after the onsite interview, they won't mind sponsoring you unless they have
the policy against sponsorship.
