没有倒的银行将承担倒了的银行无保险存款的损失，这合理吗？

A joint statement from Yellen, Fed chief Jerome Powell and FDIC chair Martin Gruenberg said depositors will have access to all of their money today from Silicon Valley Bank. The same goes for Signature Bank, which was closed on Sunday. No losses will be borne by the taxpayer. Any losses to the Deposit Insurance Fund to make uninsured depositors whole will be recouped by a special assessment on banks, the statement said.

SVB是排名18，First Republic Bank排名14， 周五股价都跌了20%。如果不保证SVB储户，大家都会把钱转到最大的银行，那么前十以下的银行都要倒闭。

accounting 是这样的：

Asset = Liability + Equity

如果 Asset < Liability 那就是破产（insolvent）。目前看SVB确实是破产了，equity wiped out。但是。。。

Liability = Deposits + Other Creditor's Claim

Deposits = Insured Deposits + Uninsured Deposits

Deposits 比其他 creditor claim 有更高的优先权。只要 deposits < asset，那买掉 asset 就可以罩住所有 deposit。

Other creditor's claim （比如 SVB 的债券）会有损失，但 FDIC 或其他政府部门（taxpayor）不会去赔这些损失。
