Recommend somebody to do something是错误说法吗？

考研写作社群里面有同学问到了一个问题：能不能说recommend somebody to do something?

这名同学提到，朗文词典里面指出不能用recommend somebody to do something，而要说recommend doing something或者recommend that somebody (should) do something 

但在实际的英文使用中，我们经常可以看到recommend somebody to do something的用法。比如BBC有这么一个句子：

A senior source in the video game industry said - if pressed - he would always recommend students to take a straight academic course like mathematics A-level if possible.

又比如《卫报》文章里面也可以找到这样的句子：

I recommend them to read Lytton Strachey's radical biography Eminent Victorians, which advocated change and warned readers against safety and repetition.

在其他词典中也可以找到支持这一用法的证据，比如《牛津高阶英语词典》里面就有这样的例句：We'd recommend you to book your flight early.

因此recommend somebody to do something这一用法是正确的。

如果平时我们对词典中的某一用法有疑问，也可以多参考其他词典以及其他权威外刊句子，这样可以得到更准确的结果。

再举个例子，我之前在读BBC文章时发现了这样一个句子：

Americans are brash and forward; the French, romantic and rude. But if there’s a national characteristic that defines the British, it’s probably the stiff upper lip. Crying in public is frowned upon in all but the most exceptional circumstances; the plucky Brit prefers to keep calm and carry on.

最后一句中的in all but the most exceptional circumstances有点不太好理解，单词circumstance有一个搭配是in XX circumstances（在XX情况下），因此可以判断出中间的all but是一个固定搭配，即：in (all but) the most exceptional circumstances，那么all but是什么意思呢？朗文词典的解释是almost completely（几乎，差不多）：

但这一含义放在句子里面解释不通，因为此时段落意思变成了：

美国人鲁莽直接，法国人则是又浪漫又粗鲁。但如果有一种民族性格可以来定义英国人的话，那可能就是沉着坚强。在几乎最特殊的情况下，当众哭泣是不被人们赞同的；勇敢的英国人更喜欢保持冷静，继续前行。

麦克米伦词典对词组的解释则是almost，跟朗文词典差不多，也同样无法解释。继续查其他词典，终于在柯林斯词典里面发现了这样一条解释：All but a particular person or thing means everyone or everything except that person or thing.

All but的意思相当于“除了……都”，比如词典例句：The general was an unattractive man to all but his most ardent admirers. 除了他那些铁杆崇拜者外，这位将军对于其他人并无吸引力。因此上面的句子可以理解为：

除了在最特殊的情况下，当众哭泣都是不被人们赞同的；勇敢的英国人更喜欢保持冷静，继续前行。
