日本前首相：遗憾日本没能参与“一带一路”倡议

18日下午，第三届“一带一路”国际合作高峰论坛智库交流专题论坛在北京举行。

日本前首相鸠山由纪夫在发言中表示，我们高度赞赏“一带一路”倡议过去十年间取得的显著成效，遗憾的是直到今天日本政府都没有参与“一带一路”，未来日中两国必须建立起行之有效的合作。

"Regrettably, up until this day, the Japanese government has neither participated in nor demonstrated its support for the Belt and Road framework."

鸠山由纪夫对“一带一路”倡议在数量和质量上取得的显著成效表达了高度赞赏。

鸠山由纪夫同时表示，遗憾的是，直到今天日本政府既没有参与“一带一路”，也没有表现出对“一带一路”倡议的支持。他介绍称，2018年时任日本首相安倍晋三在访华期间，宣布了一项旨在促进日中两国企业在第三国开展基础设施建设合作的政策，但由于中美竞争的加剧，该政策一直没有得到令人满意的落实。

“我一直坚持认为，日本应该成为中美之间的桥梁，在缓和紧张局势方面发挥作用。要实现这个目标，日中两国必须建立起行之有效的合作。我衷心希望，日中两国能够朝着这个方向采取更加积极主动的措施。”

"I've always insisted that Japan should act as a bridge between the US and China and play a role in easing tensions. To achieve this goal, it is imperative that Japan and China establish a proven track record of cooperation. I sincerely hope that both Japan and China will take more proactive steps in this direction in the future."

鸠山由纪夫还发表了对日本政府核污染水排海的看法，他认为日本政府不应在不具备除氚技术的前提下将核污染水排入海洋，他认为在此事上应听取中国政府的建议，要通过共同的努力来寻求解决方案。

鸠山由纪夫在发言中说道，坚信日本应该加入亚投行，亚投行投资的项目是非常稳健和符合国际标准的。

"It is worth noting that AIIB has already garnered membership from 106 countries and regions, including South Korea, Australia, India, and ASEAN countries. Among the G7 countries, only Japan and the US have yet to become members. Even this fact remains relatively unknown in Japan. I firmly believe that Japan should join the AIIB and collaborate with other members to elevate the standard of its investment and lending."

在18日的智库交流专题论坛中，还有不少大咖也发表了精彩的演讲。

捷克前总理伊日·帕鲁贝克在主题演讲中表示，“在西方，有的时候是他们故意的曲解，一些发达国家存在短视近利。数十年来，它们习惯了剥削发展中国家的资源和劳动力以谋取自身利益。”

"In the West, sometimes it is an intention, is the shortsightedness of the richest countries in the world, which for many decades have become accustomed to exploiting the natural resources and labor force in the third world for their own benefit."

他表示自己赞同中国的理念，“我赞同中国的双赢原则，这包括合理利用矿产资源。殖民主义时代已经结束，贫穷的国家需要合理的报酬以交换他们的资源，包括安全的饮用水、优质的教育和可负担的医疗资源等。”

"I like the principle of a win-win approach to, among other things, the use of mineral resources. Simply, the era of colonialism is over and the poor countries of the world need to receive fair money for providing access to their resources to finance the provision of new sources of drinking water, affordable and quality education, affordable medicines, etc."
