这些会议，主题不一样，怎么都叫COP啊？

12月7日，COP15第二阶段会议在加拿大蒙特利尔召开。

大家一定还记得去年10月在中国昆明举行的COP15第一阶段会议。就在上月，COP14和COP27也分别在中国武汉和埃及沙姆沙伊赫召开。

什么是COP

COP是缔约方会议（Conference of the Parties）的缩写。缔约方会议是某些公约的理事机构。作为这些公约的最高权力机构，缔约方会议审查公约的实施情况、确定优先事项和落实工作计划。

Short for Conference of the Parties, COP is the gathering of states that are parties adhering to certain conventions. As the supreme decision-making body for these conventions, such a conference will see parties mull over implementing conventions they have joined and reviewing the progress made in the implementation.

在缔约方会议上作出的决定通常需要各方达成共识。

Usually, a COP decision needs the consensus of all parties.

我们在这里提到的所有COP会议都是关于环境问题的。

比如，今年11月5日在武汉举行的COP14是关于湿地保护的（wetland protection）。

一天后在埃及的沙姆沙伊赫COP27是关于应对气候变化的（climate change）。

现在正在蒙特利尔举行的COP15是关于生物多样性保护的（biodiversity conservation）。

今年5月在阿比让举行的COP15是关于荒漠化防治的（desertification control）。

All the COPs we mention here are about environmental issues. COP 14 is for wetland protection and COP 27 is about tackling climate change. COP 15 in Montreal, Canada, is about biodiversity conservation and COP 15 in Abidjan, Cote d'Ivoire, concerns desertification control.

这些数字代表什么

实际上，这些会议的英文全称缩写（acronyms）各不相同。

以COP27为例。

COP27是《联合国气候变化框架公约》第27次缔约方会议的缩写（the 27th Conference of the Parties to the United Nations Framework Convention on Climate Change）。

该公约于1992年建立，1994年生效。

1995年，《联合国气候变化框架公约》（UNFCCC）第一次缔约方大会在柏林举行。今年，当该会议在埃及举行时，已经是第27次缔约方会议。

In 1995, the 1st Conference of the Parties to the UNFCCC was held in Berlin. The UN gathering in Egypt is the 27th conference of parties to the UNFCCC, or COP 27, to make it simple.
