明天全面解封!上海“三个恢复”,外媒这么译
拆除、如释重负、烟火气
用英语怎么说?
昨天下午5:50分,上海市政府通过“上海发布”公众号宣布:
从6月1日零时起,上海有序恢复住宅小区出入、公共交通运营和机动车通行。
喜大普奔!喜极而泣!
短短五分钟,朋友圈就被清一色的蓝底白字刷屏了。
但是,hold on,今天核酸大决战,万一小区再出阳怎么办?小区的大门,坚持不开怎么办?隔离“双满月”,想到要上班,突然有点焦虑和害怕,怎么破?
上海市民这波复杂的情绪,被路透社第一时间捕捉到了:
Shanghai on Monday announced an end to its two-month long COVID-19 lockdown, allowing people in virus-free areas of China's largest city to leave their homes and drive their cars.
上海周一宣布结束其长达两个月的疫情封控,允许这座中国最大城市里无疫区的人们走出家门,开私家车上路。
The news brought an outpouring of relief, joy and some wariness from exhausted residents.
这一消息让疲惫不堪的居民们各种情绪迸发,如释重负,兴高采烈,但也有一些担忧。
outpouring的意思是 a strong and sudden expression of feeling,(强烈感情的)迸发,流露,倾泻。
relief表示the feeling of happiness that you have when sth. unpleasant stops or does not happen,(不快过后的)宽慰,解脱,如释重负。
wariness是名词,来自于形容词wary,意思是谨慎的,小心翼翼的。
一个outpouring带着relief, joy, wariness三个名词,把上海市民如过山车般的情绪变化,描绘得非常传神。
此外,通告里提到“除中高风险地区和封控区、管控区以外”,怎样用清晰简洁的英文把中文里的这些概念说清楚呢?
这里巧妙地用了一个词:virus-free areas!
-free表示无...的,virus-free表示没有新冠病毒的,也就是指上述区域以外,没有确诊或无症状感染者的地区。-free这样的表达,简洁明了,可以省去不少翻译的麻烦,大家可以学一学哦。
也有的媒体直接翻成low-risk areas,例如,彭博社是这样报道“三个恢复”的:
Taxi and ride hailing services, as well as private cars, will be allowed onto roads in low-risk areas, while bus, subway and ferry services will also resume, the municipal government said in a statement on Monday.
市政府在周一的公告中表示,在低风险地区,出租车和网约车以及私家车可以上路,而公交车、地铁和轮渡服务也将恢复。
Millions of people will also be able to leave their housing compounds and neighborhoods freely, without the limited time passes or activity restrictions previously in place.
数以百万计的人也将能自由出入他们的小区和社区,没有之前的限时通行证或活动限制。
在昨天正式宣布“三个恢复”之前,上海的新增病例数已经连续多日下降。
今天,一共新增9个确诊病例和22例无症状感染者,更是创下了3月6日以来的最大单日降幅。

在中国的商业和金融中心正式解封前夕,上海最新的每日新增病例数下降幅度为两个月来最大,这对急于准备恢复运营的数百万企业来说是个好兆头。
eve是前夜的意思,Christmas eve就是平安夜,on the eve of表示在...前夕。
augur well/badly for的意思是 to be a sign that sth. will be successful or not successful in the future,主(吉/凶),是好/坏的兆头。
gear up是一个很常用的短语,表示做好准备,后面可以跟for + 名词,或to do sth.。
复工复产复商,企业和商家都摩拳擦掌,准备好了。
但是昨天还有小区在发放保障物资,今天仍有小区要凭出入证出门,说好的明天全面解封,走出小区门,真的能实现吗?
今天路透社的报道中,可以看到,小区已经实实在在地行动起来了。
Shanghai authorities on Tuesday began dismantling fences around housing compounds and ripping police tape off public squares and buildings.
上海政府周二开始拆除住宅区周围的围栏,并撕掉公共广场和建筑物上的警戒线。
dismantle意思是拆开、拆卸,也可以用tear down, remove等词。
rip表示to remove sth quickly or violently, often by pulling it, 猛地扯开;突然拉开,rip off就表示撕掉。
面对市民心中的疑虑,今天上午的新闻发布会,市领导再次强调“三个恢复”,特别指出“住宅小区恢复出入,这是全市的统一要求”。
《纽约时报》是这么报道的:
The city government warned neighborhood officials not to arbitrarily restrict residents who had been freed from lockdowns.
市政府警告居委会干部不能随意限制已经解除封控的居民。
“No unit or individual can use any excuse to restrict residents from their neighborhood from going out and returning home, or employees from going on and off shift to restart production,” Zeng Qun, an official from the Shanghai bureau of civil affairs, said at a news conference in the city.
上海市民政局官员曾群在该市的新闻发布会上说:“任何单位和个人不得以任何理由限制居住本社区的居民出门回家、复工复产员工上班下班。”
arbitrarily来自于形容词arbitrary,意思是( of an action, a decision, a rule, etc. ) not seeming to be based on a reason, system or plan and sometimes seeming unfair,(行动、决定、规章等)任意的;武断的;随心所欲的。
中文说的“理由”,其实指的是借口,所以外媒的报道没有译成reason,而是excuse。
这里的“上班下班”没有译成go to and back from work,而是go on and off shift,shift表示轮班工作时间。
经历了两个多月的忍耐、煎熬与挣扎,身在上海的每一个人,终于看到了隧道尽头的曙光。
马路上,水龙飞舞,保洁员们一遍遍清洗冲刷着路面,等待迎接车流的回归。
商场内,人头攒动,奢侈品店门口排起了长队,人们尽情享受着买买买的自由。
滨江边,绿草茵茵,人们席地而坐,拥抱着初夏明媚的阳光,感受着微风拂面的惬意。
这一次,我们熟悉的烟火气(hustle and bustle),是真的真的要回来了!
